Odessa Man Indicted By Bexar Grand Jury On Sex Assault Counts

Otho Frank Howard, 56, of Odessa, was indicted by a Bexar County grand jury in March on nine counts of aggravated sexual assault of a child. He was arrested Thursday in Ector County and held on a $75,000 bond. Indictment covers alleged assaults on a girl under 14 between December 2 and December 21, 2009.

Fire at Chaparral Village Apartments ruled arson

An apartment at Chaparral Village Apartments on 1411 S. Grant Ave was left unlivable after a Tuesday night fire. Odessa Fire Marshal investigator Michelle Gonzales said the arson probe is ongoing with victims interviewed, the first floor heavily damaged, and no suspects yet identified.
