President Barack Obama announced a policy change that halts deportations for up to 800,000 young undocumented immigrants who arrived before age 16, have five years in the U.S., no criminal history, and a high school diploma or GED. They may apply for two year renewables work permits, effective immediately, amid election-year backlash from Republicans.
Plumbers Jacob Joven and Keith Wynn of The Darville Company install an energy tankless hot water heater at the Olliffs home. The unit delivers instant hot water and ties into a water efficiency rebate program as promoted by local energy incentives.
Odessa's water rebate program offers 75 for high efficiency toilets and 100 for hot water recirculation pumps. By May 51 residents had applied, 44 for low flow toilets and seven for pumps, with 50000 set aside until funds run out.
Odessa's unemployment rate rose to 4.3 percent in May, still the second lowest in Texas, as Midland held the top spot at 3.8 percent. The Permian Basin area posted higher job gains with Odessa adding about 200 nonfarm jobs and Midland adding 700, increasing total regional employment.
