The Texas Education Agency recommends moving weaker students into regular classes to boost performance, with staff development and updated textbooks. Rail demonstration project seen as too costly for Houston
Consultants say a commuter rail service demonstration for Houston would cost about 2 million dollars per mile and not be worth it. Harlan Ritter of Houston Belt and Terminal criticizes Metro board views on rail while a five-railroad consortium seeks to negotiate for trains from downtown to Tomball, Clear Lake, Hobby Airport and Missouri City. Metro estimates start up costs at 161.6 million dollars for an 82 mile track sharing plan, well below the railroads' figures by 71.6 million.
