Education chief Bell delays won’t hurt pupils
Education Secretary T H Bell said students won’t suffer from his rejection of four tax exempt bond plans totaling $935 million to fund student loans and his demand for more justification from 15 states seeking $1.1 billion in bonds. He argued actions protect public interest and loan availability will come from banks or the Student Loan Marketing Association. Bell noted he is following Congress and rejected plans from Maine, Louisiana and two California agencies while Vermont faces a $75 million bond issue. He refused to estimate federal savings or losses.
