Limited missile defense to be deployed by 2004
President Bush ordered a bare bones defense system ready for use within two years to protect the United States and allies from ballistic missiles. Defense Secretary Rumsfeld called it "better than nothing" and said it would evolve with testing, technology, and allies. The plan envisions expansion over a decade to cover all missile ranges and stages, with Congress asked for 1.5 billion dollars in 2004 05, in addition to about 8 billion a year already spent.

ECISD approves Smith as PHS football coach
ECISD trustees unanimously approved superintendent Roy Benavides's recommendation to hire Scott Smith as head football coach at Permian High School. Empty Stocking Fund seeks help for Christmas in Odessa
A single mother with a handicapped child needs food and gifts this Christmas. Donations to the Empty Stocking Fund by the Odessa American and The Salvation Army support needy families in Odessa. The 40,000 goal runs from Thanksgiving Day through Friday with the Odessa American matching 4,000 and urging business support. The fund began in 1995 and has raised over 259,000 since.
