Expanded visa plan eyed to curb illegal farm labor

Congress negotiators push a compromise to allow 1 million illegal farm workers to stay and permit perhaps 1 million more foreigners temporarily through an expanded visa program. Supporters say the current system is broken and must be reformed to help farmers who rely on low wage labor while addressing illegal immigration.

Officials: Clinton and EU plan to renew talks on Kyoto

White House officials said the Clinton administration and European leaders are weighing resumption of global warming talks after the Hague meeting collapsed on November 25. Overtures from the EU prompted behind the scenes discussions about next steps and possible talks in coming weeks. The dispute centered on counting forest and farmland carbon uptake toward emission targets under the 1997 Kyoto Protocol, with delegates opting to suspend rather than close out the meeting.

Navy estimates repair cost for USS Cole at 240 million

Navy officials told Congress that refit of the USS Cole after the Yemen bombing would total about 240 million dollars. The holed midsection repair is placed at 150 to 170 million, with 70 million more for replacing damaged weapons and equipment. The ship, built in 1995 for about 1 billion, is to be repaired at Ingalls Shipbuilding in Pascagoula, Mississippi, over roughly a year. The FBI probes the attack while the Navy reviews crew conduct.
