Chinese Divided and Rebellion Near Haakow

A Shanghai dispatch reports rebellion breaking out about 100 miles from Haakow. Rebels seize government buildings as loyal troops fall, with two mandarins killed and troops increasingly outmatched. Indians to remove officers from Indian Agencies

The War Department says civilians will replace army officers at Indian agencies as soon as civilian agents can be furnished by the Indian bureau. Officers are being relieved to avoid unpopularity and to keep military duties separate from agency tasks. The push to transfer students from contract to public or state schools continues, with an expected shift over a couple of years as enrollment declines.
