Sen. Harry Meshel said the Ohio Senate Finance Committee will favorably report a modified lifeline utility rate discount measure. The House had approved a 25 percent winter heating fuel reduction for about 750000 elderly disabled and low income Ohioans.
An 8-year-old boy at La Crescenta Elementary offered a hand grenade prompting evacuation and a bomb squad cleanup. The grenade was real but not live, and the boy claimed it came from a young cousin.
A UPI report says an Army panel advised reducing punishment for hazing and trivial lies such as hiding liquor in a hair tonic bottle at West Point. The group also urged an advisory committee that includes civilian members to shape academy policy following last year’s cheating scandal.
Washington UPI reports the Consumer Product Safety Commission staff warn that inhaling ben zene vapors from household paint strippers can expose consumers to cancer risk far higher than factory limits. The report accompanies talks on a possible ban and ongoing phaseouts by manufacturers.
President Carter reversed the Civil Aeronautics Board and authorized a $256 roundtrip budget fare with reserved seats for New York to London. The White House said travel at that price is 59 percent below economy rates and 9 percent under the prior budget fare, starting today. He also allowed airlines to begin selling Super Apex excursion fares about 20 percent below previous excursion rates between eight U.S. cities and London.
After thunderstorms damaged lines, Consolidated Edison began load shedding in the Bronx and Westchester to prevent a system collapse. About 80,000 customers lost power for roughly an hour and citywide voltage fell 8 percent. An additional 50,000 Westchester customers experienced outages over four hours.

Dispute over a state proposal for centralized county wide ambulance control delays federal funding for Huron County. Officials from Norwalk Willard and other towns oppose county take over citing bureaucracy while state and federal money conditions push for unified management.
Gov. James A. Rhodes sent a telegram to President Carter inviting him to Ohio to see the hardship from foreign steel imports and anti pollution time tables. He also asked Labor Secretary Ray Marshall to ensure Youngstown Sheet and Tube workers receive company benefits. The firm announced layoffs of 5,000 at Campbell and 600 at Armco Steel in Middletown and New Miami.
Graydon Ward president of the New London Board of Education asked to remove his name from the November ballot but the board of elections said the request was too late. He said the withdrawal was a personal choice and declined further comment.
Berlin Heights residents and others voiced strong opposition at Ohio Edison’s Erie Nuclear Plant hearing. Forty-nine opponents offered testimony to the Ohio Power Siting Commission against the $2.6 million project, while eight supporters spoke. Opponents cited safety fears, environmental concerns, and job promises, with petitions on both sides presented for the record.
About 110 people from 10 Ohio districts met legislators in Columbus to plea for more school funding and relief from mandated programs. Frontier Local was prominent, with others from Seneca East Pymatuning Valley Monroeville Northwestern Triad Meigs Stow among districts. Spokespersons urged reform while Mary Carson warned of neglecting stronger students and questioned fund allocation. A Seneca East farmer condemned tax revenues not fully directed to education.
The Planning and Zoning Commission will meet at 7 30 tonight in city council chambers. The Huron County Airport Authority also meets at 7 30 tonight at the airport administration building.
