President Lincoln writes from Washington August 26 replying to a mass meeting invitation in Illinois. He argues no possible compromise preserves the Union while Lee’s army remains active, defends emancipation policies, and insists he is the servant of the people under the Constitution. He asserts force or dissolution are the only viable paths and discusses compensation and legality of emancipation during war.
Lincoln defends emancipation as a military necessity and moral aim, arguing emancipation plus arming black troops strengthens Union victory. He notes generals view emancipation as a major blow to rebellion and urges perseverance, warning against reviving resistance through delay.
