Veterans Day is observed today for the last time in October as the nation returns to the Nov. 11 date marking the 11th hour of the 11th day of the 11th month. Congress passed a 1968 Monday Holiday Law to shift holidays to fixed Mondays and veterans groups pushed to restore the original date.
Tokyo suggests Japan would consider quantitative restrictions if concrete proposals are offered by the United States. Toshashiko Tanabe, Japan's first secretary of trade, spoke from Washington in a UPI report cited by the Youngstown Vindicator.

Gov. Rhodes signed emergency legislation authorizing 25 percent heating bill credits for low income seniors and disabled. The measure extends the tax credit program from December to April to mobile home owners or renters ineligible previously.
Sen. Hubert Humphrey, 66, back in Washington aboard Air Force One after two months of cancer treatment in Minneapolis. President Carter praised him as a national beacon, and Humphrey planned a brief Senate return before more chemotherapy. The visit followed Carter signing a bill naming a HEW building for Humphrey, witnessed by Vice President Mondale.
Panamanians approved the canal treaties by a two to one margin with 80 percent counted. Totals showed 374,722 yes and 188,035 no with 8,208 invalid ballots among about 800,000 eligible voters. San Blas Indians opposed the pact amid customs concerns and a flag incident. The U.S. Senate must ratify before the treaties take effect.
Chicago faces about 15 million dollars in lost conference revenue as 400 national groups boycott states that have not ratified the Equal Rights Amendment. Miami Las Vegas also report multi million losses amid efforts by the National Organization for Women to expand the protest. Illinois is among seven states yet to ratify the ERA, which must be approved by 38 states by March 1979. Officers cite canceled hotel and business revenue from groups including the League of Women Voters and the National Education Association.
Four people died when a Sunday night blast destroyed a home in Forest Hills Brunswick. The house belonged to Mr and Mrs Donald Swiheart and initial reports say residents may not have been home. A second explosion damaged a model home in Strongsville about 20 minutes earlier.
Irwin Kreutz a Augsburg brewer visiting from West Germany landed in Bangor after hearing San Francisco announced on a flight. He wandered the city believing he was in a California suburb, joined Rotary, became an honorary Penobscot Indian, and was feted by locals including Ken and Gertrude Romine. A birthday party for his 50th was held with over 100 guests and a souvenir album.
