Prime Minister Indira Gandhi denied Indian troops crossed into Pakistan saying East Pakistani rebels freed large parts of their homeland. She blamed Pakistan for the conflict and stressed India did not seek escalation.
Twenty three of thirty one people named by a special grand jury probing Lima State Hospital were arrested on charges from torturing patients to sodomy. Allen County Sheriff Edward L. Fair said the remaining eight would be arrested soon.
