Norwalk saw its first light snowfall of the season on Tuesday with on inch of snow causing slippery roads and minor car troubles though no serious accidents were reported within the city. Cleveland reported two to four inches during the evening rush hour with bumper to bumper traffic on the Inner Belt Expressway. Weather forecasts predict warming later in the week with possible light showers. In Columbus, the Sealy Tax Study Committee prepared to recommend a universal county income tax of one percent for individuals and five percent for businesses, ending personal property tax on most items and the intangible tax. The plan would require all counties to levy the tax and would credit current income tax payments.
