Monroeville and several area districts face possible closures if levies fail on November 8. Berlin-Milan and Western Reserve report deficits even with proposed levies, while inflation and mandatory state programs strain budgets. Supt. E G Ferres cites funding gaps for handicapped programs and required reporting.
Supt Ferres warns red ink could force district closing next year without a five mill operating levy. The 1978 budget stands at 1 466341 with a 149075 deficit projected. A two year two mill levy would raise about 120000 annually to cover ongoing costs.
The House and Senate conferees let both chambers tackle the abortion funding issue. A separate bill cleared by the House provides reduced standby airline fares for seniors and the handicapped, to be set by the Civil Aeronautics Board.
Lame duck Mayor Ralph J. Perk backs Democrat Edward Feighan over Dennis Kucinich. Perk says Feighan is mature and responsible while warning voters against false promises. Feighan accepts the endorsement amid a crowded mayoral race in Cleveland.

UPI reports economist Donald Ratajczak of Georgia State University predicts a sustained surge in wholesale food costs through late 1977. He forecasts October food price gains exceeding 2 percent and monthly increases of 1 percent or more for the final three months, with beef up 10 to 15 percent and overall annual inflation potentially reaching double digits.
Cleveland Amory tours Ohio urging support for State Issue 2 banning leghold traps. He predicts a heavy defeat, criticizes the Ohio Committee for Humane Trapping for poor promotion, and rebuts opponents by noting bans in 19 countries and six states have not caused the feared harms.
Lt. Gov. Richard F. Celeste plans to announce his candidacy for the Democratic gubernatorial nomination on Nov. 18 at a Columbus breakfast. He has backing from Cuyahoga County Democratic leader Anthony Garofoli as major opponents ponder exit and party leaders debate endorsements and strategy.
In McGuffey Ohio a village of about 700 people faces an election with no candidates for four of six village council seats on November 8. Officials cite paperwork, EPA sewer disputes, and local governance hassles as factors deterring candidates.
Wednesday employees of Norwalk Furniture Corp contributed $6 521 to United Way, bringing the local total to $23 038 toward a $91 790 goal. No other divisions reported new pledges that day, leaving all other totals unchanged.
The Labor Department reports inflation erased a typical pay raise for full time workers in the year to May. Average weekly earnings rose 6.9 percent to 212 dollars, but consumer prices climbed 6.7 percent, wiping out real gains. Men earned 253 dollars weekly, women 156 dollars, a 62 percent ratio.
A public hearing on a half percent piggyback sales tax for Huron County will be held at 7 tonight in the Huron County Administration Building Norwalk. The hearing is the first formal step toward a tax by resolution without voter approval. A second hearing is set for 2 p.m. Monday in the basement conference room. The plan aims to cover a projected 1978 deficit of 225000 to 350000 while raising about 500000 a year, with a likely levy as early as February 1 1978 if approved.
