Five former state employees who sat on the Gilligan Account Planning Committee were indicted for theft and the committee itself faced charges for tolerating payroll offenses from November through mid January. San Francisco anesthesiologists end their 28 day strike over rising malpractice insurance. Dr. John A. Driscoll, president of the San Francisco Medical Society, expects sympathetic California physicians to return and for normal surgery to resume by Monday as similar New York tensions loom.

UPI reports Postal Rate Commission chief administrative law judge Seymour Wenner urged cutting first class letter rates from 10 to 8 42 cents and postcards from 8 to 5 cents.
