Rapist Allowed To Roam Free In Ohio Campus
William Milligan, 23, a multi personality rapist, was sent to the Mental Health Center at Athens Ohio but is allowed to roam free unsupervised in Athens and on the Ohio University campus. Franklin County Common Pleas Court Judge Jay Flowers ruled last December that Milligan raped kidnapped and robbed three OSU area women but declared him innocent due to insanity.

Zelpha Brewer 15 of Willard was hospitalized in fair condition after a high speed chase that began when officers spotted her at a red light.
