Study Hall Idea Faces Stiff Board Pushback in Norwalk
Norwalk high school seniors Daryl Ditz and Howard Bissell proposed transforming study halls into supervised senior centers in the cafeteria to allow quiet talking, mobility, and self seating. Superintendent James Rubright objected to the plan, saying he lacked time to study it and urging consultation with authorities before presenting to the board.
