The Boom In Mental Health CAP Tries To Stop Trouble In Early Grades
Three months ago in a Fremont supermarket Tom Kunkle met a former client who has reformed and now works steadily. CAP aims to reach students early, from the fourth grade to high school rebels, to prevent dropouts. Kunkle, 38, leads Huron County’s Children’s Assistance Program begun at Monroeville High in 1975 and expanding to Norwalk and surrounding schools. He notes dropouts seek “ultimate freedom” in work permits and low pay, not schooling, and stresses producing employable, mentally healthy youths as the program’s goal.
