New York state and two cities seek $192.24 million in back taxes and fees from Penn Central in U S District Court petitions. They urge modification of a 1970 order postponing tax obligations during reorganization as Penn Central and other bankrupt carriers merged into ConRail last year.

Pepperidge Farm Inc of Norwalk Connecticut announced plans to build a bakery near Willard Ohio on 99 acres along Ohio 103 east of the city. The company recently acquired 67 acres and hopes to break ground in two weeks as final plant plans are being finalized, according to Phil Silvestri director of real estate.
