Romania, seen as a new maverick in the Communist bloc, reportedly challenged Moscow over the postwar annexation of Bessarabia. Romanian leaders push for greater independence from the Soviet Union, signaling a warning in their rising dispute with the Kremlin, diplomats said.
Gov. Scranton accuses Barry Goldwater of disqualifying himself from the presidential race by stating he cannot beat Lyndon Johnson. The remark, attributed to Goldwater in an overseas paper, drew sharp criticism at a hurried news conference in Chicago.

Lorin F. Shipper, a 75 year old postal worker who retired in 1956, stored undelivered mail in his garage along with two vintage cars. Authorities found more than two tons of mail including first class pieces and toothpaste samples dating mainly from 1953 to 1955. No prosecution. five year statute of limitations expired. Shipper cited illness and poor winter mobility for his selective editing of deliveries.
Milan residents petitioned the Milan Berlin merger, asking the board to withdraw its Erie County application and reconsider with more information. The board defended the merger while signaling space and cost concerns and noting a likely need for rapid action.
Willard native Army Captain Jack T. Gordon received the Purple Heart in Vietnam where he serves with the U S Military Assistance Advisory Group. He joined the Army in 1958 and is 29 with a Willard High School 1952 diploma and a Kent State University 1957 degree. his wife Patricia and two children live in Cleveland.
A former nursing home patient operated by Eugene Woods was found in Lorain County while attempting to walk from Cleveland to Norwalk. The case connects to Milton Dezendorf, 74, found by a railroad track while trying to reach the Norrwood Christian Home in Norwalk.
Milan officials released statistics arguing that merging with Berlin schools is financially better than consolidating with Norwalk. The report states Norwalk could not house Milan high school students without extra space and that Milan's tax rate would rise almost as much as building a new Milan Berlin high school. It cites 1966 projections: Norwalk High School enrollment 840, Milan High School about 300, total 1140, compared with Norwalk’s 1962 63 senior and junior high total of 1095 before changes.
Norwalk City Council tackles a bulk water ordinance defining 500 gallon units and restricting sales when Memorial Lake is six feet below the spillway. A $50 fine is proposed for violations and sales would require separate meters.
