Nixon aides say the Senate Watergate Committee has fulfilled its mandate and should cease by February 28. They argue the panel is politicized and not seeking facts, while Ervin may seek an extension.
Defense Secretary James R. Schlesinger announced a new U S nuclear strategy focusing missiles on military targets away from Russian cities. He said the old policy relied on city destruction and outlined targets such as airfields dams railheads and oilfields distant from populations.
President Nixon and Secretary Kissinger warned oil producing and consuming nations that without a coordinated approach the world’s energy crisis would threaten prosperity and stability. They pressed for a global solution rather than a scramble for short term gain.
United Press International reports that 50 million Americans were still smoking ten years after the 1964 Surgeon General’s warning. Dr. Luther L. Terry said quitting is difficult for many and the report declared cigarette smoking a health hazard.
Transportation Secretary Claude S Brinegar outlined a plan calling for government guaranteed loans and more freedom for railroads to abandon unprofitable branches and adjust rates. He argued railroads are not earning enough to finance modernization.
In Middletown Ohio a fire started by paint thinner used to ignite a fireplace spread to two rooms. Mrs Mary Curtis 31 and her two sons Victor Jr 13 and Christopher 7 were hospitalized in Cincinnati General Hospital with the boys in serious condition in the trauma burn unit.
In West St. Paul Minnesota a propane tank truck exploded during a garage fire at Charleton Park apartments killing three firefighters and one civilian and injuring several others. The blast showered sparks and debris across the complex as responders fought to control the blaze.

Chicago Tribune reports a White House plumbers unit investigation found top military officials spied on Henry Kissinger in 1971. Evidence allegedly showed leakage from Kissinger’s NSC to the Joint Chiefs, with at least one officer losing his job.
The Huron County Commissioners boosted the 1974 general fund to 1.3395 million with a 15,363 increase over last year. Judges received raises by state action. other court staff saw raises as the court budget expands to fund a Bureau of Support and probation initiatives while sheriff and prosecutor see notable increases.

The Ohio House passes a limited no fault divorce bill by 70 to 18, requiring both spouses to consent to terms including separation, property division, custody, child support and alimony. The measure advances to the Senate after four years of study led by Rep. Alan E. Norris.
Mrs. Bowling says she wasn’t surprised when Donald Jamie Bowman pleaded guilty to voluntary manslaughter in Louisville. He changed his plea after his former mother-in-law Joan Wolke testified, about the April 1970 murder of his ex-wife Linda and the shooting of Wolke.
Reflecting on the trial of Alexander Taft Bowman, Mrs. Bowling described the verdict and negotiations over shock probation. Bowman, living in Norwalk under the alias James D. Bowling, was arrested by the FBI in May 1973 and sentenced by Judge Rush Nicholson after a Tuesday trial.
