Mayor Richard J. Daley, a 72 year old symbol of Chicago's machine, wraps up his primary bid against Alderman William S. Singer. Daley faces crime, weak schools, corruption claims, and industry exodus amid scandals and a recent heart attack.
On a rain swollen Sand Creek bridge in Ohio a mother, Betty Parkinson, 18, tried to carry her two sons David, 3, and Brian, 8 months, across. The boys slipped free and drowned as a compact car stalled on the span.
Temperatures fall to the lower 40s this afternoon with cloudy skies tonight and Tuesday. Lows in the mid to upper 20s. highs in the 30s. Precipitation chance 20% tonight and Tuesday. Winds 10 to 20 mph tonight. Marriage license applications list couples from Norwalk Willard and nearby towns. Births note a Willard area baby and a Monroeville birth. Deaths include Mrs. Hogsett, Miss Losey, Mr. Behrens, and infant Schriner.
Opinion poll shows 68.7 percent oppose a program letting deputy wives ride on patrol while 31.3 percent support it. Separate note says Daylight Saving Time shifts back next year to old late April schedule after an emergency year-round act. Citizens urged to vote by calling numbers before midnight.

The Norwalk City Hospital Association plans to elect two trustees at its 7:30 p.m. meeting in the Fisher-Titus Memorial Hospital auditorium. Incumbents J. Raymond Gerken and Paul Carpenter cannot seek another term until a year off the board. Nominees include James Ramsey Allan Shankman and John R. Gerken Jr. Eligible voters are donors of one dollar or more to the Norwalk Area United Fund. The association also prepares for the Community Development Plan federal funding hearing at 8 p.m. in City Council chambers.
United Press International reports heavy rain in Ohio for 36 hours ending Sunday night. A flash flood watch was canceled as a cold front moved across the state, bringing cooler air with lows in the 20s and highs in the 40s to 70s. Roads and bridges were flooded and some streams neared flood stage.
Norwalk reduces finance director Douglas Colvin to a half time post after he and Mayor Wayne Goodsite agree to cut hours by about 50 percent. Colvin will shift routine finance duties to deputy Vernis George and clerks while pursuing a private tax practice. He notes pay drops proportionally with hours worked.
Norwalk will implement telephone number changes March 22 affecting about 3 000 numbers. The 662 and 663 prefixes will be retired and all numbers will use the 668 format. Public relations director John Helman says the move lets customers keep numbers when moving within town and allows line changes without renumbering. Proposed rate increases have been before the Public Utilities Commission since June 1973 with hearings not yet scheduled. Current rates in Norwalk Berlin Heights and Milan are 6 45 monthly for one party residential, proposed 10 50. business one party current 13 50 proposed 21 20. Monroeville New London Wakeman residential current 6 00 proposed 9 90. business current 11 70 proposed 19 30.
Effingham police report three youths aged 7 8 and 11 stole a pickup and two cars over the weekend using one to steer and the other to press the accelerator. They fled 30 miles drove into a mobile home park and even in a church lot before being stopped. Authorities held the 8 year old with parents custody the 7 year old with the Youth Commission and planned action against the 11 year old.
