A UPI telephone poll for the Vote for Cleveland Committee projects Clevelanders will defeat the plan to sell the Municipal Light Plant while the proposed 0.5 percent income tax increase remains approved by about two to one. The specialty election is set for Tuesday.
DAYTON, Ohio Cableguard, a life protection system linked to cable TV, expands after a six month test reaching 75 homes in Dayton, with plans to grow in Dayton and other cities where cable systems permit the service. NEW STANTON, Pa Union workers at Volkswagen's New Stanton plant will vote Sunday on a strike over backlog grievances. About 2,600 workers are eligible to vote at 3 p.m. at a New Stanton motel.
An Air Force Academy spokesman said the entire senior class of 906 cadets will be confined to academy grounds until those responsible admit drawing and displaying a vulgar banner. Lt Col Bob Hunter confirmed the restriction began Wednesday and stated it was not retaliation for an unflattering caricature of Brig Gen Thomas C Richards.
New York based Dow Jones says it will build Wall Street Journal printing plants in Sharon Pennsylvania and Bowling Green Ohio to replace the 19 year old Cleveland plant. The facilities are expected to open in late 1980.

Goldendale Washington reports the last total solar eclipse visible in the continental United States this century. The path spans Oregon Washington Idaho Montana Saskatchewan Manitoba Ontario and Greenland with totality from 44 seconds to 2 minutes 52 seconds. Scientists charter jets and U 2 planes to study the event stationed at Goldendale Observatory as skies clear.

Two Norton youths, Mark Holcomb aged 14 and John Ehrich aged 13, left home to search for beer cans and were found dead inside a paper recycling dumpster in Akron. Police say autopsy pending, no obvious violent injuries, and the cause of death remains undetermined.

The pope phoned Zurich County Hospital to check on Bishop Andrea Deskur of Poland who underwent surgery for paralysis on his left side. The hospital said the papal call was direct and unusual, and since then the pope uses the Vatican switchboard for daily contact.

Vietnam says it killed 500 Chinese and halted two Chinese attacks while China claims Vietnam refuses peace talks. Reports from Radio Moscow Radio Hanoi and official dispatches cite large Chinese air and ground movements, cross border shelling, and casualties on both sides.

He targets a Columbus radio report and criticizes New York Times writer Myron Farber, urging media responsibility while noting First Amendment tensions.
