Residents Object To Apartments In Ward Off Rose Avenue
The Board of Zoning Appeals granted Jack A. Morrison a conditional permit for a 65 unit elderly apartment project on nine acres off Rose Avenue and Washington Street despite 35 residents concerns about drainage and storm water runoff. The plan limits renting to those over 62 with federal rent subsidies, and requires a Spring Street entrance and a Rose Avenue buffer for emergency access. Morrison said he will build only as many units as HMHA approves and must submit detailed plans for city inspection before starting.
