Willard to Grow Through 1966 Under New City Manager
Armstrong, the Willard city manager since 1964, forecasts 1966 as a year of major physical improvements. The city plans street paving, sidewalks, annexation, water source studies, and potential municipal services expansion funded from current revenues. The budget tops $1.42 million, aided by Ohio Power investments and a $330,000 office building project.

Berlin Heights Native Named Erie County Assistant Prosecutor
Dean S. Lucas, a Berlin Heights native and Berlin Local High School graduate, was appointed to replace resigning Erie County Assistant Prosecutor John E. Savard, effective January 1966. Lucas, son of Mr and Mrs Henry Lucas, earned a BA from Ohio State University in 1959 and a law degree from OSU College of Law, and has served as village solicitor for Milan and Bay View. He and his wife Jane, a Berlin Local School teacher, reside at 2809 Fairmont Lane, Sandusky. Steinemann said Lucas will handle Savard’s former matters.
