Teachers Sue To Reopen Talks In Norwalk NTA seeks court order to resume negotiations

The Norwalk Teachers Association filed in Huron County Common Pleas Court seeking a preliminary injunction to force the board of education to reopen master agreement talks by Dec 1 or extend the deadline. It also asks to rescind a substitute policy affecting virtually all high school teachers during conference periods and calls for a 6:30 am absence call rule to be halted. Named defendants include Supt James Rubright, Principal Frank McDonald, and the Norwalk Board of Education. The suit argues irreparable harm and cites Sept 21 policy changes as violations of the master agreement. The board planned a Sept 12 vote to delay reopening until Sept 15, 1979. The NTA’s Lynn Szabo previously requested talks on Sept 1, with aims to renegotiate four to five major items and about 20 minor changes, excluding the salary schedule. The suit was filed by Cleveland attorney Niki Schwartz on behalf of plaintiffs.
