Norwalk voters have approved 88 percent of current expense levies and defeated only two such levies in 20 years. The five mill levy passed except for a narrowly defeated 4.2 mill proposal in 1963, while bond issues faced more resistance.
Richard Speck is ruled mentally competent to stand trial on charges of killing eight nurses. Judge Herbert C. Paschen overruled public defender objections and ordered a jury to return a verdict with a venue hearing possible today. In Canton, city officials propose a 450 yearly raise for police and firefighters, but unions doubt acceptance of the offer versus a 600 raise sought for 1967.
The Ohio Council of Churches praised Gov. Rhodes for commuting the death sentences of Curtis A Bellamy Jr. and Elmer Glen Miller Sr. and urged the General Assembly to consider abolishing capital punishment, calling the action sound and humanitarian.
A 17-year-old Findlay youth is being held as a suspect in the June 10 slaying and sexual molestation of 8-year-old Tim Tresh. Ronald Lee Lybarger, a patient at the Toledo State Hospital, was ordered to a state institution for 30 days for psychiatric and physical examinations. The Tresh boy's stabbed and shot body was found along the Blanchard River near the Eastman Kodak plant.

COED Board of Trustees approves a 1.1 million grant plan assigning Bowling Green University to lead the tri county branch campus in Erie Huron and Ottawa Counties. Ted Wakefield cites reform and appoints BG as real estate and service agent while COED borrows funds and handles pledges through its executive committee.
U S officials report over 800 American service members killed or wounded in the latest Viet Nam week. Combat losses include 143 killed and 709 wounded in action amid operations near Cambodia and near Saigon. Reports note 1 422 NVA and Viet Cong casualties, and include air and ground actions by the 1st Infantry Division and B 52 strikes around Saigon.
A cold wave warning covers tonight and Friday in northern Ohio with temperatures dropping to 8 to 15 degrees. The cold spell was to arrive this afternoon and stay through Friday, with snow flurries turning heavy at times.
A Hur on County Sheriff’s patrol found a break-in at the Wagon Wheel Tavern in Centerton about 3 10 a m Wednesday. Deputies saw damage to the cigar et machine front and tabs the juke box pool table and pinball machine were tampered with. Money and wine were stolen after entry through a rear door hole.
The Ohio Department of Health action against Gaumont Nursing Home proprietor William Dotson was dismissed by Huron County Common Pleas Court Judge Robert J. Vetter. The case dated to December 10, 1965 when a proposed license denial cited being two patients over limits and staff standards, with a temporary injunction previously granted to allow operations.
Representatives of the Norwalk Chamber of Commerce and city council members met Wednesday night to discuss downtown planning and renovation. The meeting was closed to newsmen and the exact nature of the discussion could not be confirmed. All but two of the seven council members attended.
Health board discusses securing a health commissioner for Huron County with Dr George Linn as a potential candidate.
