Rench seeks bill withholding to push phone hearing action

Norwalk realtor Richard Rench warned the Public Utilities Commission of Ohio he would urge customers to withhold General Telephone bills and send payments to him in escrow until a hearing decides if the service justifies the 26 percent rate hike. He filed the complaint after a 1973 raise and says General Telephone underprovides service compared with Ohio Bell. He cited 130 complaints and a postponed June hearing, saying delays may be used to advance the rate increase. He stated he might legally collect bills in escrow if permitted.
