Battisti Delays Cleveland Desegregation Plan Until 1979
U.S. District Judge Frank J. Battisti chided the Cleveland Board of Education for bus shortages and poor prep, delaying desegregation in the Cleveland Public Schools until next year. He ordered drastic cost cuts to keep the 110,000-student system running and set a 50 percent implementation by February with full implementation by September 1979. The NAACP criticized the board as tokenistic, while Battisti condemned the board for lacking long term financial planning and for leaving the district at risk of conflict and chaos.
