UPI reports President Nixon’s economic plan freezes rent until Nov 11 with a potential $5,000 fine for violations. It blocks salary increases, caps most prices, and allows retailers to match the highest prefreeze price for 30 days. Other changes include tax shifts, duties on imports, and a 5 percent federal workforce cut.
City Service Director Herbert Krogh authorized a $766 refund to Dawson's Patrick Hiss Co. for years of double billing on window lighting. The six year back payment covers charges of $10.64 monthly, tied to a flat rate previously used before power went through the meter. The Dawson family has consulted a lawyer. the city auditor questioned the explanation but indicated payment. The issue was found last October under the prior service director.
New York traders pushed stocks on the Dow higher in heavy activity but gains were smaller than Monday while the Dow touched a record earlier. In Hong Kong Typhoon Rose battered the city with 115 mph winds, capsizing a passenger ferry and wrecking ships, the worst storm in a decade for the colony.

The dollar fell about 10 percent in Europe during light unofficial tourist trading. In Rome three American girls, disgusted by the situation, threw dollar bills into the Trevi Fountain.
Norwalk precinct committeemen nominated Michael Rice for city auditor and Richard Sipple for third ward councilman. Rice, 29, has prior mayoral bid experience and long service in the state auditor and county highway departments. Sipple succeeds Melvin Robinson as third ward candidate.
Judy Albright and sister Deborah will participate in Junior Fair Night with a modeling demonstration and multiple dairy showcases. Judy, a Willard High School graduate, plans to attend Bowling Green State University Firelands Campus this fall, and her parents live near Norwalk.
The Huron County Fair opens with judging at 6 p.m. in Home Arts. A tractor pull at 6:30 p.m. near the grandstand features about 60 entries for roughly 700 in prizes across 6000, 8000, 10000 and 12000-pound stock classes and 7500, 1200, 1400-pound modified tractors. The Western Reserve FHA presents The Funeral at 7 in the Junior Fair Building.</s>
