Midwest states mull bipartisan bloc in Congress

Congress members from 12 Midwest states plan meetings with governors to discuss a possible Midwestern bloc. Cypriot clashes flare as cease-fire tests endure

Red Chinese jets linked to Viet Cong moves in North Vietnam

UPI reports 12 to 15 Soviet built MIG fighters moved from Red China to North Vietnam after a U.S. Navy air strike. Officials say the jets may come from Hainan Island or South China. No confirmed Chinese ground force moves. McNamara suggests possible introduction of combat aircraft into North Vietnam. Deputy Vance notes Vietnamese pilot training exists. Cyprus truce handling eyed by United Nations

The Security Council weighed handing the Cyprus truce issue to UN Secretary General Thant and his representatives with possible brief council meetings. Greece urged UN help to stop Turkish air attacks as UN cease-fire violations continued. Soviet papers tied Western air strikes to aggression but showed no plan to intervene. A separate item noted Madame Tran Le Chi, sister of Madame Ngo Dinh Nhu, works as a Viet Nam language instructor at the JFK Center. The autopsy results in Mississippi remained sealed, and a six-attorney justice office was planned in Washington. Arlen Thiel, 25, remained the subject of a three-state manhunt for a hotel kidnapping affecting six Michigan City workers.

Britain and United States push Cyprus peace talks

London reports that Britain and the United States will press for a Cyprus peace conference with Greece and Turkey at the foreign ministers level. The move follows efforts to firm up a Cyprus truce, with peace sondings to be intensified in Geneva among the UN mediator Sekari Tuomioja and Greek and Turkish reps.

Admiral Moore says advance notice would not have helped Viet Nam strike

Rear Adm. Robert B. Moore said the U S attack on North Vietnam last Wednesday would have succeeded even if a warning letter had been sent three days earlier. He noted Task Force 77's power and questioned whether Hanoi knew of the raid before President Johnson's announcement.
