Federal Boxcar Pool proposal sparks rail crisis
The ICC and other agencies warn that grain and freight movement face a crisis with rail boxcars. A White House favored plan calls for a national boxcar pool, government backed construction, a joint rail identification system, and a government industry task force to run and coordinate the pool. Commission Chairman Bush cites 1964 65 unprecedented demand and 10 000 cars per day shortfall as key factors.
