Lincoln February 28 Special to The News The Nebraska Senate approved a two cent passenger fare bill by 27 to 4 and sent it with the emergency clause to Governor Sheldon for signature. Observers debated removing the emergency clause and noted the requirement for a two-thirds vote to enact with the clause.
Lincoln faces a major appropriation bill trimmed to 1 799 410 for current expenses, with university funding split into a separate plan. Lawmakers discuss gopher scalp bounty, maximum rates on farm products, anti-pass measures, and taxation rules for railroads and corporations as Governor Sheldon signs an anti tipping bill.
A Lincoln visit by 1,100 South Omaha citizens led by Mayor Hector protested before the legislature against a bill to force annex South Omaha to Omaha. The delegation met with both houses in a joint session for a hearing on the measure.
A fragmented text notes the proposal to put ANNONKOON to a vote in two cities. The Soulfi Omaha group preferred killing both bills, while opposition was not strong.
Henry Oltman sr testified at the preliminary hearing in Stanton Nebraska on February 28. Judge Cowan ruled that the evidence showed the crime and probable guilt and bound him over to the June district court term with a $1500 bond.

The John Mewis saloon in Wisner changed owners yesterday. Aug Schumacher of Wisner and his Scribner based brother in law acquired the business.
In New York on February 28 two firemen died and eleven others were overcome by ammonia fumes from a damaged pipe at a basement fire on Eighth Avenue. Fire Captain Bernard Carlock, first to descend for victims, was rescued and remained gravely ill.
Cheyenne on March 7 will host a joint meeting of railroad representatives west of Chicago and wool growers committees. They will discuss car shortage and service problems in hopes of forming plans to ensure relief for shipments of live stock.
On charges of accepting protection payments and gifts, Assistant Chief John Keely and Detectives Michael Cremin A H T Dousey HP McQuellan D J McGrath John McCarthy and Special Officer Tom Mason were suspended pending trial.
Chicago February 28. Charles H Thorn ton a note teller and William Baker a clerk of the Hamilton National Bank were arrested on charges of embezzling 10000 of bank funds. The pair were each held on 10000 bonds. High living is blamed for the downfall of Thorn ton and his companion.
Washington February 28 The Browns ville investigation committee in the Senate on military affairs was adjourned until March 11. By that time it is expected that white officers of the discharged battalion of negro soldiers will be available as witnesses.
District Attorney Jerome spent the day cross examining Dr. Evans in the Thaw murder case over Thaw letters. Evans testified Thaw seemed insane when writing the letters but not in a lasting sense. The defense plans to finish its case this week as Jerome may call other experts and Evelyn Thaw for credibility questions.
C L Blackman fiscal agent and Arthur Levan trustee of the Lost Bullion Spanish Mines company were arrested by U S Marshal I I Frank on charges of defrauding via stock sales. Post Office inspectors Macomb and Biddeford state books show about 60000 dollars raised in four months at 40 cents a share.
Seventeen persons condemned by court martial for taking part in the recent rising at Tukum were executed today in Riga Russia.
Washington reports that Postmaster General Shallenberger will resign as Second Assistant. James McChawry of Minnesota is named as potential successor. Edwine Marhiten is also expected to resign, with notices to the President within a year or two.
Mexico Missouri February 28 A heavy fog shrouded the Wabash yards when an eastbound passenger train collided with a westbound freight train. Engine William Sheeting was killed and about twenty passengers and workers were injured, some severely, in the wreck.
The Nebraska State Senate nears adjournment as L. E. Carrick clerk of the committee of the whole faces a probe. Senator Sibley of Lincoln county dechaired that Carrick released letters from Dawson County men to the press without authorization. The inquiry is set for tomorrow.
Judge McPherson issues a decree in Des Moines ousting the street railway from the streets. The federal ruling says the company holds a perpetual franchise granted in 1865 and that post 1873 laws conflict with federal constitution, though the city recognized the franchise by ordering extensions and improvements.
A Senate calendar advances a bill requiring a one year state residence and three months county residence before filing for divorce with open hearings. A separate bill to compel the return of $40000 obtained from North Carolina was defeated in the Senate 26 to 16.
Members elected from Novgorod met to protest provincial administration for political reasons, alleged to hinder famine relief and persecute free eating rooms. Similar protests occur at Hazan with Caucasus famine reps spanning Mingrelia Guria Imereti Yelizavetpol and Erivan. Subscriptions are organized and American dispatches note openings.

Frank B Cooper elected head of NAEs department of superintendents. Vermilion South Carolina reports Missouri River flood washing out Meckling railroad near two miles, cutting westbound service for days.

Edwin H. Tate an ex convict was arrested in New York City for robbing the Peoria board of school inspectors library building safe on Jan 1 and stealing the script. The former school superintendent Newton Dougherty is jailed in Joliet and alleged to have planned the robbery with four prominent Peoria officials accused. Tate was brought to Chicago under detective guard.
