Secret War Plan Revealed From 1939 Board Report
Washington reveals a wartime blueprint by the Stettinius War Resources Board, showing Roosevelt ignored key recommendations to centralize control under a War Resources Administration. The plan proposed unified powers over production, distribution, fuel, and transport, with limited agencies later spread to bodies like the War Production Board and Reconstruction Finance Corp. John M. Hancock, a board member, says the report was ordered suppressed.
