Barnes Power To Set Speed Limits Upheld
In Baltimore circuit court Judge Herman M. Moser upheld traffic director Henry A. Barnes authority to set speed limits. The ruling rejected claims the city ordinance infringed on police commissioner powers and found a state law enacted last winter stripped the state of power to set urban limits. Barnes sought higher speeds on expressways like the Washington Baltimore Parkway where a 60 mph road had a 35 mph limit.
