Kissinger sees Syria Israel may start talks next week

At United Nations the secretary of state said Syria could agree within days to informal talks with Israel on another Golan Heights withdrawal. The plan excludes the PLO and limits Soviet involvement, with negotiations likely in Geneva or Vienna and a first Syrian seat at the table with Israel. Israel signals willingness to a second withdrawal but will not cede all 1967 territory.

Israel awaits Congress action on Mideast pact

In Geneva Egyptian and Israeli negotiators sealed a plan for a second Sinai troop withdrawal in a 15 minute ceremony after a long session. The Israeli government had said it would not sign until U S Congress approves American civilian electronic experts in the buffer zone. U S officials expect approval next week. UN commander Gen Ensio Siilasvuo said the Israeli procedure should not affect the military agreement.

Chad rebel chief holds French hostage in standoff

Chad's rebel chief Hissen Habre continues to hold Francoise Claustre, a French archeologist, in the Tibesti desert as negotiations with Paris proceed. Paris reports a reprieve granted while talks are arranged for the week, with France sending a $2.2 million ransom offer and terms for medicine and nonmilitary supplies.

Bodies of three American soldiers recovered in Danube incident

The U S Army said the bodies of three soldiers missing since a Sept 15 Danube river crossing accident in ANSBACH West Germany have been recovered. Eight others survived. Spec 4 Dennis M Relihan from Hyattsville Md is among the dead. Three other people died in the exercise.
