Washington officials weigh three defense options if London conference fails to back a German rearmament plan. Peripheral defense would imply basing resistance on Britain, Spain, Italy, and the Middle East, risking Western European distrust. Direct rearmament of Germany would face French resistance. interim German armament would involve limited aid with political safeguards.
