The State Health Department opens a chain of clinics to curb spread of diseases. By design eight years of growth culminates yesterday with 13 sites including three in Baltimore at University Mercy and Morrow hospitals and locations in Cumberland Hagerstown Annapolis Cambridge Westminster Salisbury Rockville Easton Frederick and Elkton.
