Mount Airy officials ended the more than three month ban prohibiting lawn watering car washing and pool refills. The ban was lifted immediately after the Town Hall announcement. Officials urged ongoing voluntary conservation and to conserve next spring and summer to prevent another drought related ban in 2000.
Governor Glendening announced an end to Maryland drought restrictions after heavy rains from Hurricanes Floyd and Dennis boosted rainfall statewide. The Monocacy River ran above normal levels and Frederick County saw 23.22 inches of rain this year, about 79 percent of normal, with near normal temperatures and improving conditions expected as a warm pattern returns.

A 28-year-old Frederick County man, George Clayton Hitchcock, was arrested after stabbing two men who confronted a suspected peeping tom on Point of Rocks Road. Taki Alexis, 50, remained in serious condition with a chest wound, while Eugene Lakin, 54, was treated for a arm stab. Hitchcock fled but was captured at a Sheetz store on Md 45. He faces first and second degree assault and reckless endangerment charges and is jailed on $50,000 bail.
Hagerstown council member said the Northeast District commander of the Baltimore City Police Depart ment is the leading candidate for the city’s police chief post. A background check is nearly complete, with Arthur Smith, 48, the sole obstacle to an offer. Smith, a 26 year veteran, has declined comment.
Smithsburg man Chad Alexander Knepper, 29, was stopped by Deputy Maxwell J. Kline on Md 418 west of Md 4 in Washington County around 4 40 p m. A marijuana feed and drug paraphernalia were found in the car, and Knepper was charged with possession of a controlled dangerous substance and paraphernalia. Fire calls and ambulance counts noted for the 24 hour period ending 8 pm Tuesday.

Gene Huff Jr appeared before Judge Stepler as his parents, juvenile authorities, and the state attorney sought a curfew relief. The teen, who works full time from 6:30 a.m. to 2:30 p.m., argued about homework while the judge considered extending the evening curfew beyond 5 p.m. if Gene planned to visit his grandmother.
Judge John Tisdale commended the foster youth Tyra Tyrae Adkins for completing 60 days in the Charles Hickey School impact program, earning an A in English and a B in math. The judge said the report shows he can do good things and deserves to be released, though foster parents were unavailable and only temporary shelter was arranged.
