In Vienna the OPEC meeting announced a 33 cent per barrel hike in royalties and taxes on oil exports by all members except Saudi Arabia, effective Oct. 1. The move, aimed at boosting government revenue to about 9.74 dollars per barrel, is expected to be passed to consumers via higher heating oil and gasoline prices though officials say the increase should not be shifted to consumers.
In The Hague three Japanese terrorists holding the French ambassador and eight others agreed to Egypt's envoy mediation. They threaten to kill hostages if an arrested colleague is not handed over. Police were detaining the man at the airport as mediation was proposed.
