Montgomery eyes growth clamp to dodge NYC like fate
A 187 page Montgomery County planning board report warns growth and spending could push the county toward deficits of 78 million by 1985 and as much as 250 million by 1980. It outlines three growth scenarios with the down county concentration as cheapest, but notes high growth or up county concentration raises costs yet boosts revenues. The board urges planning choices to avoid a fiscal crisis and says next month a transportation and environment study will add to decision making.
