Local governments seek cap on tort liability amid rising insurance costs
Maryland counties and municipalities face escalating liability premiums as insurers tighten terms. The MACC and Maryland Municipal League push a 1986 General Assembly bill to cap local government liability at 100,000 per occurrence, arguing unlimited recovery threatens service provision. Frederick City carries 500,000 general liability coverage plus 10 million excess limits.

City Hall faces higher liability costs in Frederick Md
Frederick Md faces rising costs for city liability insurance with a 46 percent fiscal year increase. The mayor and aldermen policy shifted from a $5,000 deductible at $3,969 to a $25,000 deductible at $25,000, while police officer liability rose from $16,500 to over $19,000 with a $10,000 deductible. A new tort claims bill would extend six month suit notices to employees and ban punitive damages against them, requiring government to cover employee acts within employment. The Legislative Policy Committee and a governor led task force seek relief before the next session.
