Voter turnout in Frederick city primary surprisingly light
Frederick election officials reported an extremely light turnout in Tuesday's city primary with 8 a.m. tallies showing eight voters and 191 cast ballots after about two hours. Unopposed mayoral candidates and shared incumbency kept interest low as precincts in the Armory and South Frederick Elementary drew few voters amid Westminster signs and last minute campaigning.

PSC approves Potomac Edison 3 percent rate hike in Maryland
The Public Service Commission granted Potomac Edison a 3 percent rate increase for its 146,000 Maryland customers. The order includes 6.2 million of the requested 34 million annual revenue boost and delays Bath County Virginia pumped storage project details until the new facility comes online. The commission set a 14.6 percent cap on return on equity, sparking concern from PE on investor funding and a $4.5 million annual potential loss if 16 percent ROE had been approved.

Potomac Edison to set Eastalco rate after PSC ruling
Maryland Public Service Commission refused to fix how much of Potomac Edison's rate increase would go to Eastalco Aluminum. Eastalco, PE's largest customer, seeks 30 percent of power and a special reduced rate. The plant, with 950 workers in Buckeystown, faces a tough aluminum market and may operate only when profitable. The PSC ordered a gradual change to bring Eastalco's rate nearer the PE average and tempered the increase.

Democrats vow fight for tougher South Africa sanctions
Senate Democrats pledge a new push for a sanctions package against South Africa despite Republican leaders calling the move political. After a 53 to 34 vote falling short of 60 to end the filibuster, a second cloture vote is planned, with Cranston signaling potential gains as absent Democrats count in. Republican Dole urges acceptance of Reagan’s efforts and opposes further legislation.
