Minority achievement judged failing in Montgomery schools
Rockville based Citizens Minority Relations Monitoring Committee concludes the Montgomery County public schools failed to improve academic achievement of Hispanic and African American students in the 1980s. The report condemns the board for lacking policy direction despite hiring an outside consultant, outlines calls for broader representation, and urges public involvement and reform in the 1990s.
