Frederick man charged Elm Street murder
Donald D. Smallwood, 20, of 38 John Hanson Apartments, was arrested at his residence by city police detectives shortly after 1 a.m. today on murder charges in connection with the shooting death of David Richard Allen Sunday. Allen was found slumped in the driver's seat of a 1962 Cadillac at Elm Street Elementary School parking lot with a gunshot wound to the head. Police expect autopsy results and have not released weapon details or motive. Smallwood awaits bond hearing in District Court.
