Violent crimes by juveniles rise, Maryland official says
Maryland faces a rising juvenile violent crime problem with a higher arrest rate for youths 15 and under. Between 1990 and 1995 referrals to the state juvenile justice system grew 43 percent from 38,000 to 55,000, driven by increases in violent offenses and higher shares among African-Americans. County rates are led by Baltimore, Wicomico, Somerset, Prince George's and Dorchester. While tough trends exist, only about 0.5 percent of adolescents were arrested for violent crime last year.

Rescue workers to learn sign language in Frederick County
