Maryland scales back commuter pollution rules for Baltimore area

Maryland officials agreed to loosen proposed air pollution rules that would have hit Baltimore commuters and city employers hardest. The revised plan spreads compliance to Cecil Anne Arundel Harford Carroll Howard and Baltimore counties. By next year employers will survey daily car arrivals and by 1996 reach a 0.35 workers-per-car ratio with reduced or waived $25 000 daily fines for good faith efforts.
