School records show more than 1 million privately banked at fiscal year end 1998 allowing principals cash to fund unbudgeted projects. Booster clubs kept thousands in private accounts spent independently. Frederick High financed athletics and band plus various clubs. Singanore High led in money raised and spending with 292 000 raised and 266 000 spent on yearbooks trips and gear including 125 band members uniforms and football gear priced at 200 per player.

City man killed in cycle crash near Gambrill Park Road
Daren Lee McKee, 24, of Gatepost Lane, was killed when his motorcycle crossed the center line on Gambrill Park Road and struck a tree at 2:50 am. He was pronounced dead at the scene. The Frederick County sheriff's deputies investigated with reconstruction by deputies Ratliff and Bartlett.

Cedras demands limit selection of new army chief Haiti
Army commander Lt Gen Raoul Cedras in an Oct 14 letter to exiled President Aristide demanded two conditions for stepping down. He insists the new army chief be chosen only from his three top aides and that a quick legislative approval of a general amnesty cover soldiers and others tied to murders and human rights abuses since the 1991 coup. Amnesty would also cover the Oct 14 assassination of Justice Minister Guy Malory and the Sept 11 church killing of pro Aristide businessman Antoine Izmery. Cedras said Aristide must select the new chief per army rules. The letter was discussed with premier Robert Malval amid talks on early retirement under a U.N. pact.

Stricken LeGore Quarry worker rescued from 40-foot high crusher
A 35-year-old Martinsburg man was trapped in a 40-foot stone crusher at LeGore Quarry in Woodsboro after twisting his back.
