The House moves quickly on emergency legislation to provide 1.35 billion dollars in federal funds this winter to help poor households pay heating bills. Speaker O Neill calls it a national priority and plans extended session, while debate focuses on the distribution formula. When added to earlier 250 million, total winter energy assistance would reach 1.6 billion, with 400 million mailed to SSI recipients in January and 800 million to states as grants or credits.
Frederick Mayor Ronald N. Young pressed the county commissioners to consider annexation and compensation for city services. Cumberland Airlines begins three daily weekday flights between Frederick and Baltimore with a Baltimore to Washington link. Fares are 22 dollars for two stops and 15 dollars for longer connections. Mayor Ronald Young and airport officials express optimism about growth and safety.
