Prizes totaling 1600 dollars will be awarded at the Halloween Parade on October 29 hosted by the Junior Chamber of Commerce. Entries exceed expectations. registration urged. Parade forms at 7 pm on North Market Street with main route to Bentz Street. Prizes include 150 for senior high school and 100 for civic floats, among others.
Mrs. Helen Abell Baughman Conley widow of Dr. Charles H. Conley of Frederick died at her Guilford home after a brief illness. She was 79 and survived by six children including Dr. Charles H. Conley Jr. and Mrs. Daniel E. Wight. Requiem Mass planned at St John’s Catholic Church Friday noon with private interment. No flowers requested.
Frederick Mayor E Paul Magaha urged a moratorium on zoning in areas to be annexed by the city during a Planning Commission hearing on sewer line expansion to Brad dock and Yellow Springs. He proposed a one year pause to draft a Land Use Plan by expert Julian Tarrant, with future Metropolitan District prep by county and city planners. Jacob Ramsburg of the Chamber urged faster action to avoid delaying industry. City Engineer Whiteford supported city control of building permits in the one mile belt, while City Planning Commission Chairman Bowers kept the belt as Frederick City territory and warned of uncoordinated private sewage systems without cooperation.
The Frederick County Planning and Zoning Commission moves to halt unauthorized junk lots in residential zones. Inspector J Alfred Catsail notes many bring junk autos for storage to be later scrapped. William H Ridgely found guilty of storing junk autos without a zoning certificate. magistrate Byron W Thompson suspends $50 fine.

French writer Jean Paul Sartre won the 1964 Nobel Prize for Literature but announced he will refuse the $53123 cash award. He said the prize was declined for personal and objective reasons and planned to explain later to the Swedish press.
The Mathias for Congress Western Maryland Caravan will visit 101 communities over a three day 838 mile tour starting Thursday with a 11 am stop in New Market. Congressman Charles McC Mathias Jr and his wife Ann will read to supporters aboard the Black Eyed Susan Bus and visit Frederick County sites including New Market downtown Frederick and the Shopping Center. The route includes Walkersville Woodsboro Creagerstown Thurmont Emmitsburg Frederick City Jefferson Rosemont and Brunswick with several brief stops.
Washington reports that Communist China refused President Johnson's request to sign the limited nuclear test ban treaty and pressed for a world summit to abolish nuclear weapons. Beijing's People's Daily dismissed the treaty as a fraud while Chou En-lai sent the same message to Johnson and other leaders. U.S. officials doubt Red China will sign the pact.
National political activity paused for a 3:30 p.m. funeral service for Herbert Hoover at St Bartholomew's Church. About 17,500 people filed past the coffin as President Johnson, Sen. Humphrey, Goldwater, Miller, Eisenhower, and Nixon attended the private rites.

The Justice Department may drop federal indictments in the Philadelphia civil rights workers slaying and seek charges from Neshoba County, since a county jury can indict for murder. Three workers Michael Schwerner, Andrew Goodman, and James Chaney disappeared after arrest on speeding charges on June 21 and were found Aug 4 in a dam near Philadelphia.
Police believe Cosa Nostra boss Joseph Bonnano was killed by underworld executioners after being abducted on Park Avenue. Bonnano vanished early Wednesday as gunmen forced him into a car and fired as he chased them. Authorities say no clues point to a kidnapping ruse to dodge testifying. Bonnano had been due in federal court.
Russia added 13 medals to reach 77 total with 23 gold 21 silver and 33 bronze. Gymnasts earned six medals and paddlers four including three gold as the 18th modern Olympics neared completion. The United States led with 88 overall 34 gold 26 silver and 28 bronze.
