Contra leaders seek direct talks on truce breakthrough
The Nicaraguan Contras urged direct negotiations with the Sandinista government to arrange a cease-fire by November 7. Alfredo Cesar said the move marks a hardball test of Sandinista commitment to a five nation peace accord, as Chamorro announced a high level delegation to Managua for talks. The leaders credited regional peers for support while excluding amnesty and seeking an intermediary.

Duarte urges delay in funding Contras to aid peace bid
Salvadoran President Jose Napoleon Duarte proposed delaying U.S. military aid to Nicaragua's Contras until at least January to boost the regional peace accord effort. He linked aid suspension to ceasefire progress, amnesty, civil liberties, and monitoring by an international commission, signaling support for a 159 day pause. Duarte urged Washington to grant space for negotiations, while noting Reagan seeks a $270 million continuation.
